There are several classes of sexual offender. Pedophiles and dangerous offenders are put in one class. There are other classes for more gray areas: where a 19 year old has sexual relations with their 17 year old girl friend for example.
Some sexual offenses (like the 19 year old and 17 year old) may be purged at some point, and once they are off the record, then they can carry on like the item was never their in the first place, and should all other tests prove positive, they may be able to adopt their spouses children.

No, they would not allow it. And of course the parent of the child would determine the sex offender poses no risk. So many people have such little judgement.
